VinFast Siap Investasi Bangun Pabrik Kendaraan Listrik di Indonesia
Kementerian Perindustrian akan memfasilitasi rencana produsen otomotif dari Vietnam, VinFast yang ingin berinvestasi di Indonesia. Total penanaman modal ini bakal direalisasikan sebesar USD1,2 miliar untuk memproduksi kendaraan listrik di Indonesia.
“Kami sangat mengapresiasi rencana investasi VinFast, karena akan turut mendukung pengembangan ekosistem kendaraan listrik di Indonesia, mengingat potensi yang besar di Indonesia,” kata Menteri Perindustrian Agus Gumiwang Kartasasmita dalam keterangannya yang diterima di Jakarta, Jumat (12/1).
Dalam kunjungan kerjanya di Vietnam, selain mendampingi agenda Presiden RI Joko Widodo, Menperin Agus mengawali pertemuan dengan perwakilan dari VinFast, yang dihadiri oleh Manufacturing Division Deputy CEO of VinFast Phạm Nhật Quân Anh, CEO VinFast Indonesia & Malaysia Trần Quốc Huy, Director of GSM – Xanh SM Nguyễn Văn Thanh, serta Senior Assistant to the Chairman International Relations Director, Nguyễn Đức Thanh.
Kepada Menperin, VinFast menyampaikan bahwa Indonesia merupakan salah satu negara yang memiliki iklim usaha yang kondusif. Hal ini yang membuat VinFast berminat untuk menggelontorkan dananya pada tahap awal pembangunan pabrik sebesar USD200 juta, yang akan dimulai tahun 2024.
“VinFast sedang mengidentifikasi lokasi yang cocok untuk mendirikan pabrik di Indonesia. Kebutuhan lahannya sekitar 240 hektar,” ungkap Agus. Adapun total kapasitas pabrik akan mencapai 50.000 unit per tahun, dengan target penyerapan tenaga kerja sebanyak 1.000-3.000 orang. Pabrik ini akan beroperasi pada tahun 2026.
Menurut Menperin, VinFast akan berkolaborasi dengan perusahaan dalam negeri untuk proses produksi. Selain itu bermitra dengan perusahaan transportasi dan penyedia jasa teknologi dalam rangka ekspansi untuk kendaraan taksi listrik. “VinFast juga berminat untuk membuat bis listrik, bahkan mereka juga ingin berinvestasi di IKN,” imbuhnya.
Terkait rencana investasi VinFast ini, Pemerintah Indonesia akan memberikan sejumlah insentif yang dapat dimanfaatkan oleh perusahaan, termasuk untuk industri kendaraan listrik, antara lain fasilitas tax holiday, tax allowance, insentif bea masuk, serta insentif Pajak Penjualan Barang Mewah (PPnBM).
Mobil listrik VinFast dengan setir kanan, di antaranya VF 5 dan VF 6, akan memasuki pasar di Indonesia pada tahun ini. Ini menjadi langkah perusahaan untuk uji pasar dengan CBU impor, melalui fasilitas pajak bea masuk 0% dan pajak barang mewah 0% sesuai yang diatur dalam Peraturan Menteri Investasi (BKPM) No. 6 Tahun 2023.
Selanjutnya, pada tahap produksi, perusahaan bisa memanfaatkan fasilitas tarif 0% untuk skema impor Completely Knock Down (CKD) atau Incompletely Knock Down (IKD) yang diatur dalam Peraturan Menteri Perindustrian No 29 Tahun 2023. Selain itu, fasilitas Pajak Barang Mewah 0% juga dapat dimanfaatkan, jika mencapai persyaratan minimum kandungan lokal sebagaimana diamanatkan oleh Peraturan Presiden No 79 Tahun 2023.
VinFast Ready to Invest in Building an Electric Vehicle Factory in Indonesia
The ministry of Industry will facilitate the planning of Vietnamese automotive company, VinFast that will invest in Indonesia. The total capital investment will be USD 1.2 billion to produce electric vehicles in Indonesia.
“We really appreciate VinFast’s investment plan, it will help to support the development of the electric vehicle ecosystem in Indonesia, knowing the big potential in Indonesia,” said Minister of Industry Agus Gumiwang Kartasasmita in Jakarta, Friday (12/1).
In his visit to Vietnam, apart from accompanying the agenda of Indonesian President Joko Widodo, Minister of Industry, Mr. Agus started a meeting with representatives from VinFast, which was attended by Manufacturing Division Deputy CEO of VinFast Phạm Nhật Quân Anh, CEO VinFast Indonesia & Malaysia Trần Quốc Huy, Director of GSM – Xanh SM Nguyễn Văn Thanh, and Senior Assistant to the Chairman International Relations Director, Nguyễn Đức Thanh.
To the Minister of Industry, VinFast said that Indonesia is one of countries that has a conducive business climate. This is what makes VinFast interested in pouring funds into the initial stage of factory construction amounting to USD 200 million, that will be started in 2024.
“VinFast is identifying a suitable location to set up a factory in Indonesia. The requirement is around 240 hectares,” said Agus. The total factory capacity will reach 50,000 units per year, with a target of absorbing a workforce of 1,000-3,000 people. This factory will operate in 2026.
According to the Ministry of Industry, VinFast will collaborate with local company to do production process. Besides, partnering with transportation companies and technology service providers to expand electric taxi vehicles. “Vinfast is also interested in producing electric bus, they even want to invest in IKN,” he added.
Regarding VinFast’s investment plan, Indonesian Government will provide some number of incentives that can be used by companies, including for electric vehicle industry, some facilities such as tax holiday, tax allowance, import duty incentive, as well as luxury goods sales tax (PPnBM).
Electric cars of VinFast is Right-handed drive , including VF 5 and VF 6, will enter Indonesian market this year. This is the company’s step to test the market with imported CBU, through 0% import duty tax facility and 0% luxury goods tax as regulated in the Minister of Investment Regulation (BKPM) No. 6 of 2023.
Furthermore, at the production stage, the company can take advantage of the 0% fare facility for the Completely Knock Down (CKD) or Incompletely Knock Down (IKD) import scheme which is regulated in Minister of Industry Regulation No. 29 of 2023. Apart from that, 0% luxury goods tax facility can be utilized, if it reaches the minimum local content requirements as mandated by Presidential Regulation No. 79 of 2023.
